I am an industrial organization economist who studies how firms, consumers, and governments interact when policy is in flux. My recent work covers recreational cannabis legalization and taxation, Medicare Advantage and the design of managed competition, mobile app platforms, and the finances of public higher education. Much of it exploits natural experiments created by state and federal policy changes, and I build new empirical methods where existing ones fall short. I also bring the results to policymakers, for example in an assessment of the economic costs of climate change for Oregon.
